In a significant move to enhance the effectiveness of legislative processes in Nigeria, the Speaker of the Oyo State House of Assembly, Rt. Hon. Edward Adebo Ogundoyin, has emphasized the importance of establishing a Post Legislative Scrutiny (PLS) unit in state assemblies across the country.

This development comes as the Oyo State House of Assembly is selected for the pilot scheme of PLS.

The Speaker emphasized the importance of Post Legislative Scrutiny Unit in his opening remarks at the training programme on PLD and validation its establishment framework for Oyo State House of Assembly held in Ibadan.

“We are making history again in Oyo State. Today, we launched a workshop on institutionalizing Post-Legislative Scrutiny (PLS) in the Oyo State House of Assembly. I am proud that Oyo State is leading the charge on this initiative. As a pioneer in the pilot scheme across Nigeria, we’re committed to ensuring our laws are effective, efficient, and truly serve our constituents’ needs. As lawmakers, it’s our duty to guarantee transparent, accountable, and high-quality legislative processes. The establishment of a dedicated PLS unit within the Oyo State House of Assembly is a significant step towards achieving these goals. The unit will conduct thorough post-legislative reviews, analyze data, and make evidence-based recommendations to improve the quality of legislation.”

According to Rt. Hon. Ogundoyin, “Our commitment to PLS demonstrates our dedication to legislative excellence and our desire to make a positive impact on the lives of our constituents. Post legislative scrutiny is an integral part of the legislative exercise. It is a powerful tool for lawmakers to ensure that laws are not just enacted but also implemented effectively and achieve their intended outcomes.”

He noted that through PLS, lawmakers can identify gaps, rectify errors, and refine their policymaking to better serve the needs of their constituents.

He added that when embraced by State Assemblies across the country, Post Legislative Scrutiny would build a stronger, more responsive, and accountable legislature.

“This initiative is a crucial step towards enhancing democratic governance in Nigeria and ensuring that laws are effective, efficient, and responsive to the needs of the people.”

Rt. Hon. Ogundoyin commended the organizers of the event for their initiative in highlighting the importance of post-legislative scrutiny.

He expressed confidence that the pilot scheme would foster meaningful discussions, contribute to ongoing efforts to enhance democratic governance in Nigeria, and elevate the standard of lawmaking.

The pilot scheme, which is being implemented in collaboration with the National Institute for Legislative and Democratic Studies (NILDS), aims to strengthen the oversight functions of the legislature and ensure that laws are effective, efficient, and responsive to the needs of the people.
